True, though I'd say the settlement terms probably said plenty on their own, exchanges don't just hand regulators a check and walk away smiling.
Funding on HTX perps was already weird, this doesn't surprise me at all
Fair, though weird funding is the norm on half these exchanges and they still managed to dump on retail for years before anyone noticed.
