Retail mostly, but honestly some of those sells probably got absorbed by other institutions quietly building, not everyone announces their accumulation.

The chart six months ago was still printing lower highs, and now it's not, sometimes the only thing that changed is the candles stopped rejecting up there.

Honestly, when a guy like PTJ buys back in after dumping all year, I feel like that's basically the smartest DCA I've ever seen and I'm sitting here proud of my little weekly buys

Nothing changed his mind, he never left the thesis, he just spent a year lightening the bag onto whoever was buying the dips, and now he's rebuilding at lower cost basis before the next wave of retail FOMO.
That's probably part of it, but guys like PTJ also have macro triggers that actually move them, rates, dollar direction, whatever, so I wouldn't write it off as pure bag management.
Sure, macro matters, but at the end of the day I'm just buying the same amount every week regardless of what PTJ or the dollar is doing.
