Regulators stepping in where Congress won't usually means the rules end up messier than if it was done right the first time. How long before that "clarity" just creates new grey areas to fight over?

Some clarity from the CFTC, even if imperfect, is better than the current nothing, grey areas beat total ambiguity every time, and the market has been waiting years for even that much.
Anyone else waiting for the market to actually react to this before calling it bullish?
