This isn't stop hunting, it's just plain old government favoritism, somebody at ICE probably had a buddy at TRM or got wined and dined, and Chainalysis is salty they lost a fat contract they thought was theirs.
Chainalysis built half the surveillance infrastructure these agencies rely on and still got cut out, honestly reminds me of when I was the best trader in my group chat right up until I wasn't. Government procurement is just a different kind of rug.
